PFL is a mandatory benefit in NYS, effective 1/1/2018, that will provide employees with job protection, paid time off and a continuation of their health insurance benefits, for certain qualifying events. PFL will be added as a rider to your current NYS DBL policy. CONTACT YOUR CURRENT DBL CARRIER NOW TO ENSURE THAT PFL WILL BE ADDED TO YOUR POLICY. DBL providers have until 8/1/2017 to declare if they will remain in the DBL/PFL market. If not, then arrange for replacement coverage.
All active full-time and part-time employees are eligible for PFL and PFL is not an optional benefit. To qualify for the benefit, full-time employees must have worked for the same employer for 26 weeks and part-time employees must have worked for the same employer for 175 days.
PFL is considered an employee-funded benefit, however employers don’t have to collect the weekly contributions from their employees. Similar to NYS DBL, employers will be billed directly from their DBL carrier and employers must pay the premium for the entire group, even if you don’t withhold weekly deductions through payroll. Priority One Payroll does not collect and remit the employee deductions on your behalf.
The PFL rate is determined by NYS and may be adjusted on an annual basis. The maximum contribution for 2017-2018 is 0.126% of the employee’s weekly wages currently capped at $1,305.92 per week or $67,907.84 per year. The maximum PFL deduction for employees is $1.65 per week.
Your NYS DBL provider should have already reached out to you! If they haven’t, then contact them ASAP. They will be able to answer all of your questions in regards to PFL, such as employee eligibility and how premium bills and payments will work.
